The vessel had been reported stolen out of New Jersey. After seeing someone moving aboard the boat, the harbormaster requested police assistance and transported four officers to the vessel shortly after 9 a.m. As officers approached, they encountered 27-year-old Brendan Norris, who was standing on the deck with the boat’s engine running and appeared to be preparing to leave. Officers ordered him to remain on deck, but Norris allegedly ignored their commands and retreated into the cabin. According to Police Chief Ryan Duffy, an officer who boarded the sailboat saw Norris moving around inside before reaching for what appeared to be a weapon. The encounter quickly escalated when Norris allegedly fired a shot from inside the cabin, striking an officer in the leg and causing debris to hit his face. The officers immediately returned fire, striking Norris as the confrontation continued aboard the vessel. After the gunfire stopped, officers moved toward the cabin and located Norris unresponsive with a firearm nearby and a severe head injury. He was pronounced dead at the scene. The wounded officer was transported to Newport Hospital for treatment and was later released to recover at home.
