Command Sgt. Maj. Julian Adolfo Medina Quintero, command senior enlisted advisor for the Colombian navy, speaks about leadership and NCO empowerment during an interview at Fort Bragg, N.C., Oct. 21, 2026. The engagement reinforced the commitment between the two nations and highlighted the role of noncommissioned officer leadership in mission success during this year’s iteration of Programa Integral para Suboficiales de Alta Jerarquía.
Led by U.S. Southern Command and U.S. Army Western Hemisphere Command, PISAJ is a premier geo-strategic engagement designed to foster professional development and interoperability between the two nations’ NCO corps.
Started in 2015, this is the 23rd iteration of the bi-annual engagement.
