GSI Environmental Inc., submitted a research proposal for need Topic 9: Installation Restoration, Munitions Response and Water Resources, in response to the Broad Agency Announcement (BAA) N3943025S4500. This BAA seeking research and development proposals, utilizes the source selection procedures dictated at FAR 35.016(e) that: "the primary basis for selecting proposals for acceptance shall be technical, importance to agency programs, and fund availability." The BAA was advertised for full-and-open competition of research proposals to address the requirement statements, and proposals received in response to the BAA have now been evaluated for selection (Phase1) of those best qualified for further evaluation. The vendor and contracting office negotiated final pricing via the issuance of a Request for Proposal, N3943026R0005.
What this source notice establishes
The label describes explicit language in the synchronized official notice. A protest-related notice does not establish a GAO ruling, protest disposition or procurement violation. Follow-on or recompete language is not independent confirmation of an approved future procurement.
No winning company, loss by a particular company, transaction obligation or total contract value is inferred from the title or narrative. Silence, expiration, cancellation and another company’s award are not treated as a company loss.
This is a dated reference, not a claim that a notice was posted today. Removal from the active opportunity feed does not itself withdraw a historical notice. STN rechecks the latest completed stored source snapshot for this notice, including corrections and withholding decisions, before serving this page. Unavailable evidence is not replaced by a demonstration record.
