In accordance with FAR 5.301 and FAR 6.301, Naval Air Systems Command (NAVAIR) Headquarters has awarded a bilateral firm-fixed-price modification to Task Order N0001925F0933 under Basic Ordering Agreement (BOA) N0001921G0007 to Insitu, Inc. (Bingen, WA). This modification provides Track Quality (TQ) flight test support and environmental shock qualification testing for the Flying Launch and Recovery System (FLARES) Scan Eagle Unmanned Aircraft System (UAS). This action was awarded on a sole-source basis under the statutory authority of 10 U.S.C. 3204(a)(1), as implemented by FAR 6.103-1 ("Only one responsible source and no other supplies or services will satisfy agency requirements"). A pre-solicitation notice / intent to sole source was previously publicized on SAM.gov under Notice ID N00019-26-RFPREQ-WPM263-0283. In compliance with public disclosure requirements under FAR 6.301, the approved Justification and Approval (CJ&A No. 26-0355), redacted to protect proprietary information and personally identifiable information (PII), is attached to this notice.
What this source notice establishes
The label describes explicit language in the synchronized official notice. A protest-related notice does not establish a GAO ruling, protest disposition or procurement violation. Follow-on or recompete language is not independent confirmation of an approved future procurement.
No winning company, loss by a particular company, transaction obligation or total contract value is inferred from the title or narrative. Silence, expiration, cancellation and another company’s award are not treated as a company loss.
This is a dated reference, not a claim that a notice was posted today. Removal from the active opportunity feed does not itself withdraw a historical notice. STN rechecks the latest completed stored source snapshot for this notice, including corrections and withholding decisions, before serving this page. Unavailable evidence is not replaced by a demonstration record.
